The Second Permanent Secretary’s responsibilities include oversight of policies to create sustainable growth across the UK. This offers an opportunity, under the Chatham House Rule, to share perspectives with Jim O’Neil on the key policy, investment and incentive issues concerning the Forum’s network. Equally it will be a pleasant opportunity to hear his own analysis after the Autumn Budget. Sir John Armitt Annual Lecture February 2026 After the success of the inaugural Sir John Armitt Lecture, the next Lecture will be given by Michael Gerrard in February 2026. He will reflect on his 40 years of experience in the sector and examine why infrastructure has a special role and status in society; the way we approach and implement it; and how the decisions we make now impact future generations. Becky Wood, the CEO of the National Infrastructure and Service Transformation Authority, will comment on his address and put it in the context of NISTA’s 2026 plans. Chris McDonald MP, Minister for Industry, DBT & DESNZ March 2026 In March 2026, Chris McDonald, Minister for Industry across DBT and DESNZ, will join a special roundtable of The Infrastructure Forum to outline the government’s evolving policy direction across the infrastructure, energy, and construction sectors, and exchange views with our group of senior business leaders under the Chatham House Rule. He sits in the House of Lords as a crossbench member. In his diplomatic career he was Permanent Under Secretary of the Foreign and Commonwealth Office and Head of the Diplomatic Service. He also served as Ambassador to France and Director General for European and Economic Affairs. He is Chairman of the Advisory Council of the British Library and was Chairman of the House of Lords Appointments Commission. He has been a board member of Associated British Foods, Credit Agricole, EDF, Candover and Valeo. GRAHAM MATHER CBE Graham Mather CBE is President of the Forum. He chairs The Regulation Forum and serves as a non-executive director on the Board of Ofgem. Having previously served on the boards of Ofcom and the Office of Rail and Road, and Competition Appeal Tribunal and the Monopolies and Mergers Commission. He was a Member of the European Parliament in the 1990s. He has also been General Director of the Institute of Economic Affairs and Head of the Institute of Directors Policy Unit. He was an open scholar of New College, Oxford and Visiting Fellow of Nuffield College. RICHARD THRELFALL Richard Threlfall, is Chairman of the Infrastructure Forum Advisory Council. Richard is Global Head of Infrastructure, Government and Healthcare at KPMG. Richard previously held roles in the investment banking team at Citigroup and was a civil servant at the Department for Transport. Between 1996 and 1998 he was Private Secretary to the Secretary of State for Transport and the Deputy Prime Minister. Sir Andrew Haines, CEO of Network Rail addressed participants over lunch September 8, 2025 UK Regulation Summit April 2025 The 2025 gathering once again featured a remarkable assembly of talent, including the Chairs of all of the UK's economic regulators, alongside a series of expert discussants and the Permanent Secretary at Department for Business. The Summit is Chaired by Sir Alex Chisholm, Chair of EDF UK. April 30, 2025 Front End Productivity January 2025 The Forum, in collaboration with Accenture, released a paper that explores a new strategy to better manage uncertainty and enhance productivity on large-scale infrastructure projects in the UK. It was launched at an event looking into the key upfront challenges facing infrastructure projects and the need for innovative strategies to set projects up for success. January 6, 2025 Rt Hon Darren Jones MP, Chief Secretary to the Treasury May 2024 The Forum were joined for a lunch by Darren Jones to gain an understanding of Labour’s plans in relation to infrastructure spending as well as progress with Labour's Major Capital Projects Review and other manifesto issues. May 21, 2024 Hartwell House Infrastructure Summit 2025 June 2025 The 2025 Hartwell House Policy Summit brought together the leaders of UK infrastructure for a unique strategic forward look on infrastructure policy. New Chair of NISTA, Becky Wood, gave a keynote speech. John Holland-Kaye, Chair of Sizewell C gave the dinner address. June 25, 2025 Geoffrey Spence, Project Finance Advisor, HM Treasury April 2025 The Forum's Investment Working Group held a roundtable with Geoffrey Spence. The discussion provided an opportunity to exchange perspectives on the infrastructure investment landscape and to help him assess current views and priorities in the infrastructure sector. April 29, 2025 Rail Investment November 2024 The Forum held a special roundtable to connect private sector investors with the potential future pipeline of rail projects. Dame Bernadette Kelly, Permanent Secretary of the Department for Transport, Sir David Higgins, former Chair of HS2, and Keith Williams, author of the Williams-Shapps review and Chair of Royal Mail, led the discussion. November 28, 2024 Spending Review & 10 Year Infrastructure Strategy June 2025 The government’s Spending Review has important consequences for the infrastructure sector and for investment. Following the spending announcements and the government’s 10 year infratructure strategy, the Forum was joined by David Lunn, Director of Corporate Finance at HM Treasury to explore the consequences for the sector. THE MEETING PLACE FOR INFRASTRUCTURE WORKING GROUPS One of the most effective means by which The Infrastructure Forum develops constructive ideas for the future of the sector is through its Working Groups. These have been established in several policy areas, chaired by authoritative figures in the sector, allowing participants in the Forum to put forward constructive ideas and proposals on a range of detailed issues important to the health of infrastructure in the UK. INVESTMENT The Forum’s Investment Working Group has played a pivotal role in advocating for Regulated Asset Base (RAB) approaches for projects such as new nuclear, leading to the adoption of the concept. The group collaborates with the government to help reduce barriers to private sector investment and is chaired by Mike Gerrard, Chair of INPP TAXATION The Infrastructure Forum’s Taxation Working Group boasts a strong track record of success. It was instrumental in the creation of the highly popular super-deduction and subsequently recommended the permanent 100% full-expensing regime for capital investment. The Group is chaired by Andrew Cox, Partner at Deloitte. PLANNING The Planning Working Group was established to provide the government with innovative ideas to improve how nationally significant infrastructure projects are handled within the planning system. Several of its proposals have been incorporated into policy, and the Group engages directly with senior government officials. It is chaired by Robbie Owen, Partner at Pinsent Masons. ENERGY The Energy Working Group focuses on strategies for achieving the UK’s 2030 and 2050 decarbonisation targets, as well as financing the transition to clean energy. Recent efforts have also centered on the future of nuclear power and carbon capture and storage (CCS) networks. The Group is chaired by Paul Spence, former Director of Strategy and Corporate Affairs at EDF Energy . CCS work is chaired by Paul Davies , Director of 7CO2: The Severnside Carbon Capture and Shipping Hub DECENTRALISATION The Decentralisation Working Group explores how infrastructure projects in the UK could be more locally driven, with a greater role for mayors, local authorities, and communities in planning and financing. This Group is chaired by Dipesh Shah CBE , Chair of the Ox-Cam Pan-Regional Partnership. AD-HOC WORK In addition, special ad-hoc groups are set up to help the government in particular areas. Recently, The Infrastructure Forum set up groups to examine possible approaches for the Government's new Industrial Strategy and 10 year infrastructure strategy, with input from Sir Alex Chisholm KCB.

THE MEETING PLACE FOR INFRASTRUCTURE STUDIES & REPORTS The Fair Bet Concept: A Way to Boost Investment in Regulated Infrastructure? This note provides a summary of the thoughts of a group convened by The Regulation Forum to discuss the ‘fair bet’ and provide insight into an ongoing review of economic regulation being conducted by the Department for Business and Trade. The group comprised people with a wide range of experience across different sectors, in different roles in companies, regulators and as advisers, and from different disciplines including lawyers and economists. Download Infrastructure ISA The Forum has developed an Infrastructure ISA that is intended to be a valuable part of the 2025 Autumn Budget. This could prove an attractive addition to existing ISA’s; provide an attractive area of investment as an alternative to cash or stocks and shares; help direct private finance to infrastructure projects; and prove an attractive quid pro quo were there to be any restrictive measures on pension saving. Download 10 year Infrastructure Strategy Working Paper The Infrastructure Forum submitted a response to the Government’s 10 Year Infrastructure Strategy Working Paper. TIF’s submission also stresses the need for government to embrace private finance across all infrastructure sectors. Download National Planning Policy Framework Consultation The Forum submitted its response to the Government's consultation on reforms to the National Planning Policy Framework (NPPF). The response emphasises that the Infrastructure and Planning Bill should streamline the NSIP process without dismantling the current system, allowing it to function as originally intended. Download Climate Adaptation & Resilience With 2023 setting a record for global heating, the UK's infrastructure is exposed to more intense and frequent weather events. The Infrastructure Forum produced a paper on how the sector can adapt, and build resilience to the physical threats of climate change Download Consultation on streamlining infrastructure planning The Government recently launched a consultation on proposals to streamline the planning process for NSIPs. To help shape any changes, The Infrastructure Forum’s Planning Working Group submitted a response drawing on experience from across the infrastructure sector, offering practical recommendations to simplify and strengthen the planning system. Download Advance Tax Certainty for Infrastructure Projects TIF provided a response to the government consultation on advance tax certainty for infrastructure projects. The Forum has long argued that while the UK must be innovative with its tax relief system, it must first prioritise increased simplicity, stability, and certainty for business. Download Front End Productivity Design A question for the sector has for a long time been how can we incentivise investment and ensure productivity gains in an environment where certainty is elusive? To answer this, The Infrastructure Forum, in collaboration with Accenture, have developed a new approach, known as Front-End Productivity Design (FEPD). Download October 2024 Budget Submission The Infrastructure Forum’s Taxation Working Group has an excellent record for influencing HM Treasury with constructive ideas on incentives for infrastructure investment. The Working Group pioneered the Super Deduction, and last year the full expensing initiative. An important aspect of our October 2024 submission was the emphasis on incentives for capital investment. Upon the Minister's request, we followed up with notes encompassing the discussed area Download Updating the Green Book Recognising the significance of the Green Book, The Infrastructure Forum established a dedicated working group to contribute to the ongoing review. The group provided detailed commentary on the Government’s proposed actions to help ensure that the revised Green Book supports more effective investment decisions. Download Letter to Planning Minister, Matthew Pennycook As the Planning and Infrastructure Bill progresses through the committee stage in Parliament, The Infrastructure Forum wrote to Planning Minister, Matthew Pennycook MP, showing how the government could go further to achieve more substantial improvements to the planning system. Download Industrial Strategy Green Paper The Infrastructure Forum submitted a response to the Government’s Industrial Strategy Green Paper. The submission, overseen by Sir Alex Chisholm KCB, Chair of EDF UK, incorporated input from the Chair of TIF’s Advisory Council and its Investment, Energy, Planning and Taxation Working Groups. Download Thames Tideway Financing The government is considering the use of the Thames Tideway finance model for further infrastructure capital projects. The Infrastructure Forum has long urged the government to consider this approach and amongst its work has produced a full briefing on the possibilities offered by the Tideway template. Download Strengthening Consensus on Infrastructure Projects The Forum put together a proposal with the aim of enhancing the future role of the National Infrastructure Commission (NIC). Download Autumn Budget 2025 The Autumn Budget 2025 provided an excellent opportunity to boost UK infrastructure and growth in a highly cost-effective way. The recommendations of the Forum’s expert Taxation Working Group have been carefully designed to achieve major public benefit and investment, a reduction of the burdens on the national accounts and demonstrable stimulus to inward investment and economic growth. Download Streamlining Infrastructure Planning In its response to the Planning Reform Working Paper, TIF’s working group argues that there are a number of measures that the government should take to streamline the development of the UK’s critical national infrastructure to seek to deliver the outcomes signposted and intended. Download Boosting Local & Regional Infrastructure Infrastructure projects in the UK should be decentralised with Mayors, local authorities and communities playing a much larger part in their planning and financing, according to a new report from The Infrastructure Forum Download Open Letter to No.10 The Infrastructure Forum sent an open letter to the Prime Minister highlighting key elements in developing critical national infrastructure projects and addressing the approaches which will best facilitate this. The letter, signed by Richard Threlfall, Chair of TIF’s Advisory Council, emphasises the role of the Prime Minister himself, noting that it is his continuing personal support and engagement that can ensure Government Departments align behind policies to drive pace and efficiency in infrastructure investments. This submission sets out the possibility to create a similar regime in the United Kingdom Download Risk Reward & Regulation This purpose of this paper, authored by Cathryn Ross, is to draw out some changes and challenges that have commonalities across a number of regulated sectors A regulatory expert said that the paper is the best analysis they have seen of the state of economic regulation in the UK. Download Regulated Infrastructure Investment The report highlights that the Regulated Infrastructure Investment model provides a structure through which delivery risks can be shared between investors, contractors, developers, consumers and the taxpayer to incentivise efficient delivery of the investment at the best overall value for money Download What Does Tomorrow Look Like What Does Tomorrow Look Like is as an examination of the way that infrastructure networks can transform the UK as part of building back better. The report highlighted the opportunities provided by the post-Covid reset to give the UK the chance of a leap forward in developing its most important network Download Designing the UKIB This report, authored by Charlotte Chase, raised six key questions that Treasury needed to resolve to set the UK Infrastructure Bank up for success and says that in doing so, Treasury will have to address the tensions inherent to a Government-owned Bank operating commercially. Download Solvency II Reform The Forum's submission to the HM Treasury consultation on Solvency II reform stated that as presented, the reforms would not incentivise an increased flow of long-term capital from insurance companies into the infrastructure sector. Download Investment in Energy This report suggests that providing access to development capital through a newly formed co-investment fund or Infrastructure Development Bank would help to support projects, especially those with high development costs such as Nuclear and CCUS. Download Sustainable Procurement: A Vision of UK Infrastructure Lack of visibility of public sector projects drove many of the unsustainable behaviours that led to the collapse of major government outsourcer Carillion in January 2018 The Infrastructure Forum produced a report which found that less than 8% of projects and programmes included in the Infrastructure and Project Authority’s National Infrastructure and Construction Pipeline are sufficiently certain for contractors to invest to deliver them.
